Lora Gunter is Vice President, Transportation for Percheron, LLC. She has 20 years of experience in the right of way industry, overseeing acquisition projects from planning through the condemnation process in the transportation sector, as well as energy and utilities.
Lora has extensive experience working for the Texas Department of Transportation, working as a Right of Way Attorney, in Fort Worth District operations, and as Right of Way Division Project Delivery Director. In her last role, she oversaw the right-of-way acquisition portfolio for all 25 TxDOT Districts, as well as had program oversight of processes and procedures, the relocation and appraisal programs, and the local public agency program. In addition, she spent a decade as an Assistant Attorney General in the Transportation Division working on a variety of TxDOT litigation matters, though most were eminent domain cases; she also went to trial to acquire property for the University of Texas at Arlington.
Lora holds a Bachelor’s degree from Texas A&M University and a J.D. from South Texas College of Law. She is an active member of the International Right of Way Association (IRWA). She is involved with the IRWA at the local and international levels and serves as an IRWA Instructor for multiple classes. Lora holds the Senior Right of Way Agent (SR/WA) Designation and is currently an Officer for IRWA Chapter 36.
