Noah Dyer

Noah Dyer, P.E., PMP, is Vice President, Engineering and Technical Services for Percheron, LLC.  He has over 20 years of experience in the oil, gas, and chemicals industries and holds his Professional Engineering license in 10 states. 

Noah joined Percheron in August 2020 as Director of Engineering to assist in building the engineering team.  Noah has managed numerous facility and pipeline projects throughout the United States and international projects in Colombia, Equatorial Guinea, and the United Kingdom throughout his career.  His oil, gas, and chemicals experience includes midstream facilities, pipelines, gathering systems, offshore production, docks, and above & below ground storage facilities, holding roles in every area of project execution: project management, construction management, project controls, procurement, engineering and design on project stages ranging from conception, through design and construction, to commissioning.

Noah holds a bachelor’s degree in Chemical Engineering from Texas A&M University.  He is a member of the Pipeliners Association of Houston (PAH).  Noah holds his Project Management Professional  (PMP) Certification from the Project Management Institute.

Liam O'Toole

Liam O'Toole is a Project Manager, Engineering for Percheron, LLC.  He has over 18 years of experience in project management, construction management, and project controls in EPC, oil and gas engineering, and both facility and pipeline roles. While working in the Middle East he created a Project Management Office (PMO) and has hands-on experience as a construction manager on pipeline projects in the Denver Julesburg (DJ) Basin in Colorado. Liam has overseen the greenfield and brownfield pipeline and facility projects for a market leader in the Delaware basin, managing all pipeline greenfield installation projects from planning stages, budget creation through engineering, field services, construction, and final commissioning.  He received his Bachelor's Degree in Civil Engineering from McMaster University and his MBA, Total Quality Management from the University of Leicester.

Jason Trevino

Jason Trevino is a Program Director for Percheron, LLC with over 29 years of industry experience.  He boasts significant experience managing design projects across multiple sectors from conception through managing the technical staff and project managers.

Jason's extensive technical background includes preliminary & as-built alignment sheets, plan & profile drawings, cross-section drawings, HDD design drawings, permit drawings, exhibit drawings, navigable waterway pipeline inspection drawings, easement drawings & descriptions, boundary drawings & descriptions, ALTA Surveys, topographic drawings, 3D laser scans, data processing, and points clouds.  Jason holds his Oklahoma PLS and is a member of The Texas Society of Professional Surveyors, The Pipeliners Association of Houston, and The American Petroleum Institute.

Jeffrey Pfeifer

Jeff Pfeifer is the UAS Program Manager for Percheron, LLC.  Jeff joins Percheron with over 11 years of dedicated UAS industry experience, over 31 years of aviation experience, and thousands of UAS flight hours for both military and civilian operations.  Prior to Percheron, Jeff was VP of Flight Operations and R&D for a UAS service provider.  Jeff’s experience includes fixed-wing, helicopter, VTOL, and multirotor UAS operations.  He has designed multiple UAS systems and was a Test and Demo Pilot for multiple military and commercial UAS programs.   

Jeff was involved with the training of hundreds of personnel on multiple UAS platforms supporting the global war on terrorism. In addition, Jeff has worked with multiple branches of the military and other government organizations such as DARPA as operations, program/training management, and flight-test support. He also was involved in joint military training exercises between the US government and allied/friendly nations.

Jeff is a FAA Part 107 certified remote pilot, a RQ-23 Tigershark UAS certified pilot/instructor, a MQ-5B Hunter UAS certified pilot, a HQ-60 Hybrid VTOL UAS test pilot, a TCOM 28M Aerostat UAS operator, and has flown many other UAS platforms that remain un-named.  Jeff attended Missouri State University where he studied Business Administration.

Ryan Wendland

Ryan Wendland is a Managing Director for Percheron, LLC. Ryan joins Percheron with 9 years of industry experience.

Prior to joining Percheron, he held the role of Senior Operations Manager, overseeing the operations, safety, regulatory, and compliance requirements of a large crude gathering system, including federally regulated pipelines.  Ryan began his career in GIS, developing and maintaining a database system for all pipeline assets. Through his GIS experience, he transitioned into commercial analysis and asset management across the company's gathering system, storage terminal, and downstream assets. 

He is actively involved in the Pipeliners Association of Houston (PAH) and the IRWA.
